Rear Tail/Brake Light

I generally back in my Garage, when leaving out I can see the rear of my vehicle reflecting off of the glass sliding door. I noticed that while depressing the brake slightly the drivers side brake light wasn't illuminating, the 3rd brakelight & right side were so, I stopped placed it in park, and got out to examine the drivers side bulbs. It just wasnt registering how the top bulb was not "blown" and illuminating with the lights on but not glowing brighter when the brake is pressed.
Could it be a relay thats bad for that top bulb to glow brighter when applying the brake ?

It's a 1157, dual element bulb, high wattage for the brake light, lower for the tail light. If it is just it not illuminating when pressing the brake, probably just the bulb, if it is turning off the bulb completely when lights are on and then brake is pressed, take a good look at the bulb socket, had several issues with the ground contact.
