Default Feels like brakes applying on and off - Anti lock issue or impending engine problem?

I have a 2011 LR4. 130,000miles. 100,000 of those are mine. It's well maintained. Everything is done when it should be done by landrover specialist. Only thing not done yet is the rear cam belt and rear brake lines which are scheduled to be done at next service any time soon.
Recently the car has developed something that might be a fault but I am not sure. When driving on a constant throttle at 50/60 mph it can feel as though either the brakes are mildly applying then disengaging or there is some engine fault/engine drag/injection?
There is no smell, brakes arent heating unusually. Engine oil levels all fine. No visible leak. No issues once you get above about 65 or below 50. If you stop and restart it will often go away and not happen.
On a recent trip to scotland restricted performace kicked in. I cleaned the mass air indicators and that cured the fault light but not the issue above. Could it be connected to the mass air indicators?
Any help kindly received.
