Default Restricted Performance -Various Faults

I have a 2010 LR4 with 300,000 miles. I recently had the fuel tank flange/seal replaced by dealer (recall) and I replaced the battery (was not without battery power long). I also had rear brake work done, at which time local mechanic had to cut the Parking Brake line because it had seized but thankfully in open state, so I have Parking Sensor fault of course. The week after that work was done, I ended up with Restricted Performance for a multitude of issues. It idles fine, runs well, it just has the RPM cutoff due to restricted performance.

I have already replaced:
-CamShaft Sensors (4)
-EVAP Purge Control Valves (2)
-Oil Changes (3x's in less than 1,50 miles each)
-Air Filter & Gas Cap

AutoZone code scan says most likely solution is to replace Variable Camshaft Timing (VCT) Solenoids.
I still have these active faults:
-P001B & E (Camshaft Profile Act A Circuit Low B1 & B2)
-P0695 (Fane 3 Control Circuit Low)
-P0526 (Fan Speed Sensor Circuit)
-P0691 (Fan 1 Control Circuit Low)
-P0696 (Fan 3 Control Circuit High)
-P0458 (EVAP Purge Control Valve A Circuit Low)
-P0661 (Intake Manifold Tuning Valve Control Circuit Low B1)

Some of the items I replaced still seem to be under fault. I have not replace rad Fan Assembly, it spins freely with the hand, but it does sound like a jet engine sometimes...especially in hot weather (I have replaced it once before). My interior lights flicker but that occurs when running and when engine off.

Should I spend the time and money to replace Variable Camshaft Timing (VCT) Solenoids also, or am I chasing my tail with electrical or other issue?

300,000 miles…. On a vehicle with questionable maintenance regime. (I don’t understand your oil change comment. The mechanic “cut” the parking brake? You are running to the parts bin based on an Autozone report which does not report the complete JLR DTC. And, you felt it necessary to add an air filter has been changed)
How much are you spending monthly? How much time a month is the vehicle “ready”? How much of your time are you putting in?
And what errors are not being itemized?

I know what I would be doing…

The codes are all related to voltage so first things first, check battery terminals (make sure they're tight without any corrosion) and grounding points. I'd recommend getting your own scan tool. That way you can do this at home and clear faults on your own.

Default Fan clutch assembly shorted out & 2 blown fusses

Thanks rikkd! Fan clutch assembly was shorted out and that had also blown 2 fuses in engine compartment. Running great now!
