The last owners they bought it from did it. Been like like for years?
Is there any issues with it like that or should I put it back?

I suppose it depends on how cold it gets where you are. It is a fuel pre heater. IMO if you don't need it don't do anything, it won't harm anything. If it gets real cold it will help the fuel atomize better giving it little more power and fuel efficiency.
