Shifter cover, or hi lo selector housing? I think you are talking about the sheet metal plate that holds the rubber boot.
I'm talking about the small rectangle aluminum piece with 6 screw holes and screws. It mounts onto your transfer case and has the lever which the hi lo linkage connects to.

The rubber boot, or the vinyl boot?
On a D1 the rubber boot with the metal surround goes lengthwise with the mitred corner at top right.
Maybe you can just use tech screws to screw directly into the sheet metal of the trans tunnel? Do you have photos?
