Default ECU Program / change

Need help please… I have a2003 Discovery with a 4.6l, NAS. I would like to make some changes that should help with overall drivability. Heads – plan on porting but to only clean up behind the valve seat and give better low lift flow. Camshaft, Crower 53229 grind. Tire change say from 29” od to 31.5” od.RPM range that I feel that engine will operate in is off idle to a max of 3000RPM.

Given these few changes I am looking for an ECU program to help me take advantage of these changes. Would like to maximize low end power as the engine will see 3000 RPM on highway cruise say 75 MPH but most of the time it will be in town driving (max 55 MPH) MPG boost would be a bonus.

Will the ECU learn the changes and change program, or do I need to reprogram?
