Default ECU Reprogramming

My ECU has a short, purchased a used one and I need it reprogrammed. Man, I'm getting some big discrepancies from shops on how hard it is and how long it takes.
I need some experienced people to chime in.

If I'm taking my old ECU out and putting a used one in, with no out-of-the-ordinary issues, what is needed and how long should it take.
I've been told "all day", "5 hours" "it can't be done"

I was under the impression that this was a pretty straight forward procedure and shouldn't take more than 1 hour.

What programming tool is needed?

Thanks in advance.

Autologic, Nanocom, or Hawkeye.

Besides the time to swap in the new ECU, it takes me 2 minutes with an Autologic.

Ditto with the Nanocom. There is a menu in the Nanocom for calibrating the ECU and BCU.
