Default Battery drain when plugging into the OBD2 port.. SOLVED

I was having an issue where my battery would drain when connecting then disconnecting anything into the OBD2 port. After researching, it appeared to be a widespread problem among both certain LR's and Jags as well.
DVSA in the UK even issued a notice: https://independentgarageassociation...november-2022/

My dealer tried to blow it off stating "I can't warratny anything not JLR approved plugging into the outlet". Problem is - in CA, smog is done via OBD2.

After much searching, I found the solution.
Dealer needs to look up: SSM 74634 (might not show up in topix) and Technical bulletin N440

The problem is, the Instrument panel cluster (IPC) continues to try to talk to the car even after anything is removed from the OBD2 port. The solution is an ECU update.
I suspect as more cars are nearing the 4 or 8 year smog check mark, this problem will pop up more frequently.

Now I'm able to run my Scangauge3 full time & monitor temps without fear of battery drain.

That's awesome. Thanks for figuring this out.

I have a Scanguage as well, and I had to tap in power from the fuse box (passenger side glovebox), run wire behind the center infotainment stack, and then splice the accessory power into a sacrificial OBDII cord. The normal OBDII port has a constant 12v on pin 16(?). I had to tap into an accessory fuse so that Scangauge was switched with accessory power.

That sounds like a nightmare!
So far so good with the IPC update that was done.

I had couple of similar troubles and I have ScanGauge3 plugged in into my Discovery. I also have new tracker, installed by selling dealer (it was Chevrolet dealer).
The car keeps the charge for few days (I don't drive it very often) than all of sudden the battery is DEAD.
Last time I hook up 0.5 amp battery maintainer and when all was good a week after, I played with SG3 in my garage and couple days later the battery is DEAD again, regardless the maintainer still charging.
So dealer should do the mentioned update when, I let them know?
This is not a recall?

Yes, they are the only ones that can do the update. If you're out of warranty, the dealer may charge you for a couple of hours of book time.
Ever since I did the update, I have not had any battery drain issues. A couple of times, the SG3 turned on in the middle of the night and gave me a low battery warning in the morning, but after changing some settings, the problem has not reoccurred.

Dropped my Disco at dealer and there is recall N808 pending for the above and another one, N798 for door latch water Ingress.
They indicate they might need few days to solve it.
EDIT. Done in the same day. Now it is testing time.

N808 doesn't look like the same recall - that's a PCM update, doesn't mention the IPC cluster. Make sure your dealer knows that separate SSM.

I presented the SA with copy of above note and he found on computer the recalls, saying he doesn't need the copy.
I keep my eye on Disco regardless. It is park in garage, as we still have "old" Mercedes to drive around.
Disco is designated vehicle for trips to the cabin.

Well.. I took the Disco to Land Rover of Henderson, NV and when I presented the note above, the SA said he is familiar with it and there is recall pending on it.
So they "fixed" the recalls and few days later the battery discharge happened again.
I called the SA and now he is saying that the recall they did -covered different issues and they did not work on the software update.
At this point seems the dealership is not qualify to work on those cars as the SA is telling me that technician "needs to find the problem".
I am planning to talk to other dealer we have in the area and see if they can work on those cars.

What a hassle. The SSM literally spells out exactly what the dealer has to do. Keep pushing (escalate if needed), or find another dealer that will do the update.
