Does anyone know if parts 20, 21 and 22 also need to be ordered?

Those 3 parts appear to be plastic recepticles. They were present in my D5. You likely have them or you’d have unfinished holes in the tailgate. Look to see what you have now. My two outer ones appeared to have holes 3/4 inch deep by 1 3/8 inches wide by 1/4 inch high. The center one was 1 inch deep by 3/8 high by 1 13/16 wide. All dimensions are approximate and not close enough for a friction fit of the tabs I made to secure my homemade cover.

For me, I was willing to buy it for $100. For $800, it would have been a hard pass. Quality is decent. Obviously not OEM quality, but it's a cargo cover; who cares, lol.
I was pleasantly surprised with the China cover for a little over $100 compared to the hundreds that LR wanted. It fits nicely and covers the area behind the second row seats.
