I currently have the tow package on my 19' Discovery. I'm probably never going to actually tow anything. My question is if I remove the hitch is there a cover that can be purchased to cover the opening or would I have to find a full skid plate?

See some of the posts on adding the hitch if not factory fitted. It is not a simple process, and there is no cover. Your best bet may be to find someone who wants to swap.
Honestly I would just keep it, it is always good to have to fit a bike rack, etc. And the recovery loop is integrated with the hitch as a bonus.
