Looking for wiring diagram for a 2001 rover was a military vehicle and there are no signal lights working need to get them fixed

Not sure about the UK, but in the USA, many military shop manuals (Technical Pubs or TPUB) are considered public records and can be found on line. Some military vehicles will have a second battery and some 24 volt wiring for NATO and trailers, but many times the vehicle has mostly stock 12 volt system. And of course there are a number of fine UK focus web sites. RAVE may not be much help if you have a Pazhan, Anibal, or Land-e.
