Saw a fan clutch and pulley assembly RTVed together on a Mercedes in the salvage yard. While that may have worked for a short time, I bet he had plenty of vibration, a lot more noise, etc. But it would work as an emergency fix for a clutch you are going to replace anyway.

 

Why not just take the clutch off and not ruin your water pump?
You can drive without a clutch fan, its just sitting in traffic that might be a problem.
I drove for a year without a working clutch fan and never knew it, it just free wheeled and moved no air.

 

Agreed, if tools are available. Of course I have had my clutch on/off so many times I can pop it loose with a pair of channel locks. My fan clutch was so wimpy that when the AC fans would switch on, the rad fan would coast to a stop, even though we were at 700 rpm idle. When I finally got to the last of the problem - the AC fans were wired backwards by PO, and were subtracting air flow, not increasing it. I had bought the truck in December and did not notice the overheating until the first 72 degree day in traffic.

So you are on the money with don't need the fan while driving at normal roadway speeds. And there would be no need to remove a bad clutch to limp home.
