Typical car salesman
This is why I don't go to used car dealers. I don't think I could keep a straight face. I'd offer $200 less than crusher price just to make a quick buck.

Just throw on a timing belt (obviously hasn't read the procedure on RAVE)

Compare to others selling for $7k-$10k (ummm... maybe an LR3)
No milky oil (can't tell, maybe it was changed before it was traded in)
One thing I noticed that he didn't point out... coolant reservoir is empty!

Thrown the timing belt, bent the valve stems possibly damaged the head and pistons, conrods etc and he's doing even more damage trying to start it. Engines toast so it'll need a new engine. How can you check out the drive train, brakes or anything else with a non runner - risky purchase.
It's worth half the book price less the cost of the new engine plus fitting and it's still taking a risk on the rest of the major components. Typical salesman or eternal optimist, I wonder
