Gas flap not working

Default Gas flap not working
Hi, I am having difficulties opening the gas flap in my 1995 RR County Classic. It happened once before and my mechanic (retired now) fixed it by changing a fuse. I have checked all fuses that I can find and none are blown.

Also, is there a way to manually open it?
