Unhappy 2013 Evoque revving high but not changing up gears

Hi Everyone
I'm hoping someone here can help out , I have a well looked after 2013 petrol evoque with low mileage ( 38,000km). I recently went on a longish drive and when i kicked down hard (until you hear the click at the base of the kick down) on the accelerator the car suddenly started revving very high but didn't change up a gear. Ever since then it keeps repeating this pattern when I kick down on the accelerator. It revs extremely high - like 6000-7000rpm without changing until I take my foot off the pedal then eventually it will release into the next gear. The funny thing is if I push the accelerator 3/4 of the way down it seems to change gears okay.
I have taken it too Landrover and had the car serviced and they didn't pick up any faults, I replaced the auxiliary battery under the glovebox and it hasn't seemed to help ( this was a couple of days ago), i recently tried it out in sport mode and this seems a mess allround, it seems totally confused about when to change. Changing with the paddles is absolutely fine.
I've even gone and bought my own OBD2 wifi device and hooked it up to obd-facile and the only error code it comes up with is a P0299 but none of the symptoms seem to align with a faulty turbocharger?
Has anyone come across this before?
Thanks

Hi , funnily enough I finally solved the problem today!
The first problem was that the exhaust turbine blades had broken so that meant a new turbocharger. After this i found i had power in the lower gears but still the overrevving and lack of acceleration in gears 3 , 4, 5 etc . Basically after the new turbo that cost me a fortune i will still having a problem and the dealer had no idea what to do. I took it to about 5 different places with no luck until i found a guy today who in 20 minutes reset the throttle valve accentuator and now its working perfectly !

That's very good information. My car drove fine at low speed, no funny noise unless you're on the freeway. If you floor it all the way, It would rev high almost to red line but it wouldn't change gear and it won't accelerate. It just stay there until you let go the gas pedal, then it'll change gear. I thought it was the transmission, but tech said only code is P0299, which related to turbo. They removed the turbo today, looks like a aftermarket turbo was installed, no cracks on manifold, turbine spin freely. They recommend me to replace the turbo anyways, but I'm still hesitant to do so since its not cheap.
Whats turbo did you end up buying? Do you think you would've solved your problem by adjusting the throttle and not replace the turbo?

I would go with the Throttle valve accentuator first if I were you , it’s literally just a 10 minute software reset. Then if not working get the turbo done. I had exactly the same as you even after replacing the turbo.
