Default Blower Motor or Relay/control module

I have a 2010 RR HSE. When driving I can feel the cool air a little bit but when stopped there is nothing. Point being that the AC is cooling just not blowing in any mode. Interestingly when I set it at max ac when driving I can no longer feel the cold air coming out. It seems pretty clear that I have either a bad blower motor or control module. Is there really any way to diagnose specifically or is it just a roll of the dice. The older control modules are cheap but the the updated L322 modules are pushing $200 with tax so I hate to just throw parts at it. Any help is appreciated.
