Default Problem in a L322 with little fan inside AC front panel

Hi !! I have a Range Rover L322 - 2004.
Since a while I ve been listening to a noise like a fan behind the AC front panel. After three revisions with the Land Rover official mechanic in my city where they can not find the problem, I ve decided to disassemble the front panel myself and I found the problem. There is two boards inside the front panel and in one of them there is a little fan to cool the board that never stop running and consume the battery, even with the car parked and disconnected. What I would like to ask if someone knows if changing the board or the complete front panel this problem would be solved or if could be possible that the problem comes from another electric issue outside the front panel. I d appreciate any comment or help. Thank you so much.
