I've got a bull bar and side steps I'm taking off of my '04 DII HSE. The side steps are in excellent condition and the bull bar has some rust spots but it appears to be mostly cosmetic. It could probably be brought back to life with a good powdercoating. I'm located in the Houston area, and will accept any reasonable offer.

There are threaded holes on the back side of the center bar for the license plate bracket, but that's it.

When you remove the bullbar there will be 2 holes in the bumper. The plugs that are on the windshield cowl fit perfectly. Grab some at the junkyard or hit up one of the used parts sellers on the forum.

 

Shiftonthefly1, I can ship to 89128 at that price. Just to make sure you know what you're getting, here is another photo. I chipped off the paint in areas that were rusting underneath. Like I said, it looks to be cosmetic and could be brought back to new with a good powdercoating.
