I've got a plastic bumper cover for a 99-02 DII here. It's black and comes with the cutouts for the fog lights. The little fog light bezels are there too. It's not in perfect shape, has a few little scratches and a small crack on one side (about 2"), nothing that can't be touched up or ignored.
