So I'm looking for a solid truck that I can take with me to CA. Trucks local to the DC area (where I currently live) would be ideal, but I wouldn't mind taking a trip if it's worth it.

Ideal truck:
- Manual
- Relatively low miles
- Under $25k
- Clean title
- No accidents
- Free of rust

There is one at a Gilroy dealer in California within your price range. You could just fly down, pick it up, rather than driving it cross country....

 

Searched on cars.com but couldn't find anything. Do you know the name of the dealer?

From experience, in this price range for a California car.......they sell pretty quick. All the others around my area have low miles and are priced double for what you are looking for.

If you have a smart phone, get an app that can do robot searching, so you can get the ad as soon as it pops up.
