Is the item circled in red the heater valve? Looks like it, but I don't have anything in any of the service manuals that clarifies.

Also, what was the original use for the line circled in green? It comes off the intake manifold. This is a 2.25 diesel, so it wouldn't have had any use as a "vacuum" port.
