Default Rear main seal questions

So I was able to fit the lip of the seal all the way around easily, and then lightly tap around with a rubber mallet. Was expecting that to be tougher without the proper tools.

Q1. Should the seal sit flush with the bearing cap or the crankshaft hub?
Q2. The crank is a bit stiffer to turn now (using an adjustable wrench positioned on the crankshaft bolt parallel to the ground would rotate the shaft to perpendicular position before, now it stays at 3 oclock). Is this normal? I lubricated the inside part of the seal (where the coil is) nowhere else.
