Saw this on Facebook. Seems that Prodrive will be the ones developing the Dakar car. Prodrive is a UK-based motorsport engineering firm that has decades of experience building racecars for the World Rally Championship, F1, Dakar, BTCC, GT3, and GT4 racing to name a few. They have a long-standing relationship with JLR, so I can see why they are the ones heading development.
