P400 noticeably worse performance in warmer weather

Yes, turbo cars do, traditionally, suffer performance losses in hot weather. HOWEVER it's not 1986, 1996, even 2006. Modern turbo cars are surprisingly even across temp / pressure / altitudes, unlike days of old.

I notice zero performance difference in my Deefer P400 whether it's 110 degrees out, or 40 degrees out. If what you describe is happening, something is amiss.

To me, the OP was asked if it's normal and I feel like we're all saying yes, technically it's explainable but no, my personal experience with the p400 in a 110 is that you really kinda have to be paying attention to notice the difference.

Back to that original post, there may be a bit of a software issue there if it's "that" prevalent.

If you full-on stomp the gas all the way, the p400 setup does do a little "WTF" moment but that doesn't sound like what going on here?

No matter the weather you should NOT notice any material change in performance. All modern autos are designed such that they will maintain performance under different weather conditions. If I was experiencing what you are I'd take the truck in for service.
