Default Programming a key. Impossible?

Lost one of the keys for my P300. New keys from the dealer are ridiculously expensive. I ordered a refurbished key (~$160, looks brand new) from UHS Hardware and took it to the dealership. The dealership claims the key did not come with the codes or VIN-associated info they need to program it.
I called UHS Hardware and they claim no such information should be needed.
Any thoughts? Neither service representative from either company has inspired confidence in the answers they provided (too few details/specifics offered).
Do I need to return this and bite the bullet on the $600 or whatever the dealer will charge me?

In my experience with previous Land Rover models and "smart keys", they are ONLY available through dealers for security reasons. The keys are specifically coded and then programmed by the dealership (at an additional charge unfortunately).

Option 1, call another dealer?

Option 2, does UHS sell a programmer yet?
