I could be wrong but I don't think all of the dash lights coming on is what he's looking for. Just pushing the start button without the brake is = how most cars behaved in the 'key days' when you turned the key one notch forward instead of all the way forward to engage the starter. When you turned the key backwards a notch is what we're looking for.
