Spare key programming
I purchased my 2021 used and it only came with one key. The selling dealer, (NOT a LR dealer) eventually supplied me with a spare however it needs to be programmed.
Is this something a qualified locksmith can do or is it a dealership only job? I’m afraid to ask…… Estimated cost?

Bad news is it must be done by the dealer, or somebody with a GAP tool. The dealer charges 1 hour of labor to program a key. So figure on roughly $20 east or west of $200. That is unless your dealer is feeling kindly.
I was in this same situation although the seller refused to get me a second key and Land Rover claimed that someone had already filed for the second key so I wasn’t eligible for a replacement. The total bill for that fiasco was $600 for the remote+key plus another 300 or so for programming… not to mention it took almost 8 months for the dealer to get or at least remember to send me the key once it was cut. If I knew the gap tool could do keys I would have gone that route since I was half way there already.
Needless to say I won’t be using the eastern Washington dealer again, I will try the Utah ones for future stuff since I don’t have any closer ones in Montana.

I purchased my 2020 used from a JLR dealer, it only had one key. I negotiated a replacement second key as part of the purchase.
When the second key arrived, I had a service appointment for it to be programmed (last month). They tried but weren't able to program it, saying something like "a security software update has prevented programming of additional keys, we don't know when this will be resolved - maybe October / November".
Is this true? @TeddyG sounds like it could be related to what you mentioned?
