Default '93 Defender Engine runs after key shut off

Defender running fine, but after turning ignition to shut off, engine continues to run (everything else - radio, heat, dash lights - go off)
To stop, either stall it, or feed it some gas at which point it revs up and dies.
If I re-start after stalling, it starts right away. If I re-start after the gas/rev up process, it requires multiple ignition attempts to start (my conceptualization is that when I shut it off there is fuel still feeding the engine, and with a stall the fuel is still there at the ready next start, but if I rev it to stop the engine, it requires some "priming" the next time to start)

Recently replaced starter, fuel pump, and glow plugs. That temporarily fixed things.... then 2 weeks later started happening sporadically again (maybe every 10th shut down) and two more weeks and regular driving, it is back to doing this on every shut down.

Any advice? Has my local Defender specialist flummoxed, too.

Could be the fuel shut-off solenoid on injection pump. I'm assuming were talking about a 200tdi, since it's a 93 and you mention glow plugs. You should have one single wire connected to the back if the injection pump, when it has voltage (key on)=holds fuel solenoid open...when no voltage(key off)=fuel solenoid closed.
