Default Engine RPM faulty when engine is shut off

Hello everybody.

Recently I have came across this wierd problem.
My friend hooked up a code reader to my Disco 2 year 2004. The main thing was a fault with engine RPM.
When the engine is shut off the readings in code reader are 700RPM and the car wont let me to lock the doors, honks once and thats it. (all door sensors and hood sensor are fine). If I pull out the F20 fuse from interior fuse box readings say negative -700RPM then I can lock the doors and set alarm but then i have no remote connection to interior lights, head unit and a/c head unit.

The question is - what sensor is faulty and can give faulty information ECU about engine RPM?
