Hey all, need some help in seeing if this seller’s rust should be a concern and needs parts replacement or more surface rust that can be treated?

Also, one photo of the frame shows what appears to be a corrosion protection on it? But can’t figure out what kind.

The 1999 Defender has less than 100k miles on it. Interior and exterior are spotless, but how concerned should I be about the underside?
