Do tdi injector pumps inject diesel to all cylinders each time it rotates or is there a sequesnce of 4 rotations?

backstory: So i have a Frankenstein defender 110 with a 300tdi engine, 200tdi injector pump and an automatic transmission swapped in. My injector pump was leaking. I purchased and used the timing locking tool with one exception that i suspect may be an issue. None of the engine locking pins reached the flywheel. So I removed the injector pump pulley cover and manually turned the motor until the injector pump locking pin slipped in. A professional rebuilt the pump. Upon reassembly, everything primes but the motor seems to be out of time with the pump. I do not want to turn the engine over too much for fear of damage.
