1999 Disco I hard start and high idle
So I bought a Disco I about 2 months ago and have been doing some work on it for my son. It was always a little tough to start so I replaced the plugs and wires and it was good for a week or two. Now its starting harder then ever. Almost like it is not getting enough fuel or flooding out. It will eventually start after about 10 seconds or trying. Then when it is started the idle jumps up to just under 2K. I drove it to work today to see if it would go down once its been running but it doesn't. It runs and shifts great, but it idles at about 1.3K when in gear and 1.8K when in Nuetral. I also threw a code. I ran the code and it said it was running rich. I was going to change the fuel filter the other day, but that is so rusted on that I probably have a week or two of liquid wrench before I have a shot at that.
Any advice on what to start pulling off and looking at?

An ultra gauge or similar could really help to diagnose this
You are stuck on high idle which can be reset by dealer or Indy shop with proper scanner, hard part can be to figure the source or it will most likely come back
Mine was loss of TPS cause it was shorted in the fuel sender, not saying this is your problem
All the grounds clean?
Pcv clean? Pcv hoses on rocker covers good?
Clean IACV and the ports?
Clean throttle body?
Is the vacuum hose good on the fuel pressure regulator?
Not sure the area you live but I had to cut my filter off and get fittings from a GM in junk yard then splice in with fuel injection hose and clamps from parts store, cut the line with tubing cutter so you don't blow up
I am sure others will chime in but this should get you started to clean up and look for a non computer cause

I bought a Fuel filter for a Cadilac, it has nipples on both sides so it would be a simple slide in and clamp off if I have enough rubber left, but I was going to give it one more try before I go that route. I haven't pulled everything off and cleaned it up yet, but I think that is the task for tonight. I am in Wisconsin so Rust is a way of life up here. I am trying to wait on going to the dealer because it always kills me to spend a couple hundred for them to read a scanner.

Rust belt, clean all grounds good especially where the - on the batt touches frame and body, I even added another growing from batt to rad support, buy an ultra gauge $69 new from mfg displayed live data reads and clears codes, can be mounted in vehicle, hi idle will probly be back when you short again
