Default 95 Disco Transfer Case

I'm new here and have recently purchased a 95 Disco. Replaced engine, transmission. I put everything bk together and the truck doesn't pull itself. The transfer case worked before I changed the engine and tranny. I removed the solenoid at the top that DiscoMike suggested. I have the console out and the front prop shaft removed. I can see the front trying to turn but it will not move the truck. Any insight would be very greatful. It doesn't feel as though the transfer case is going into gear all the way.

It seems like it doesn't engage completely either way. Side to side is smooth but when it is in the back or forward position I can still move side to side.

its supposed to be like that, side to side is the "diff lock" that locks the front and rear shafts to the same rotation speed, front and back is the hi-lo gears

It seems like it wants to move a little. Almost like a transmission when its low on fluid. I let it roll down the drive about 15' then it would pull slightly. It took high rpm's and about 10 mins to get back up the drive.

Is there possibly something on the transmission that allows pressure to make the truck go? I'm at a loss.
