96 wont turn over...

96 wont turn over...
i got a major issue that i cant figure out on mine 96 disco 1... couple wks ago the place where i am making payements on it came and tow it, it was in park and when they got it to the car lot. they drove it 100 feet or more and shut it off... then they got in and try to crank it , it didnt want to turn over so i got it to mine house. still nothing .. this what i check so far but i dont know what else it chould be...
1.sparks plugs foul and change them out
2. linkage from transmission to the shifter, it is loose just little
3.check the timing belt by taking out the valve.. i think it was number 8 valve move so the timing belt is good
4.got fuel to the engine
5.check the alarm system and found out it got two alarm system(factory/aftermarket)

"It trys to start but it won't turn over" - does this mean you hear the starter just spinning, or does it click, clatter, etc., or does it engage the motor, turn it over, but not fire and start the engine?
If no operation of starter suspect alarm immobilzation, or starter, or wiring to starter.
If starter runs, engine moves (fan belt moves), but no luck, try pressing the inertia switch reset button (square thing on fire wall - it kills fuel).
Just mention these as it may have been a rough trip on the wrecker.
And like Spike says - got fuel? Got spark?

No need to test the starter, if the engine is turning over then the starter is good.
Remove one of the spark plugs and then crank the engine over holding your foot on the gas pedal.
Hold it about 1/4 way open, then try and start it.
Then go and smell for gas at the cylinder with no spark plug.
