Default Broken Y-Pipe Flange Bolt

Can anyone tell me the best way to get this broken bolt out of the end of the y-pipe flange?

I’d say drill it out. And a torch wouldn’t hurt.

Kroil penetrating oil overnight, then a good hammer and punch.
