Colorado Emissions Testing 3-years of Results

I just had my Colorado emissions done on my '96 for the first time, and it failed, which doesn't surprise me.
HC GPM: 0.4637 limit 1.2 PASS
CO GPM: 17.2390 limit 15.0 FAIL
CO2 GPM: 592.1064
NOx GPM: 1.5133 limit 3.5 PASS
My UltraGuage is reporting a bad bank 1 Cat, so the high CO reading makes sense. This is extra funny because the report says that the cat passed.

So the last business day before my temp tags expired I tried this out of desperation. And I'll be damned if it didn't work beautifully! I know I should actually fix the problem, but I was pretty close to broke at the time and boy did this save my ***. Thank you!

Connecticut tests, $20 They used to give you a printout with the numbers, now they just give you the sheet showing it passed. For the Disco or any all wheel drive they just sniff test and make sure the ECU isn't throwing codes, no dyno to run it up on. The test facilities are linked direct to the DMV, the state has realtime data as the vehicle is being tested.
We don't even get registration stickers anymore, the cops can scan plates and tell if the registration is current or even for that car.
My truck passed both times I went, '97 Disco. I didn't go when I was supposed to so they whacked me another $20 late fee at DMV when I renewed my registration.
I know the whole emissions thing is a joke. I had a Chevy van that wouldn't pass with all the smog crap connected. It took 11 trips to emissions one day to get it to pass. We removed every emission related component, one by one, including hollowing out the cat. I had gone through lane 1 and failed 10 times, hit lane 2 the 11th trip and it passed with flying colors. Think there is something wrong there?

We just bought a 96 Discovery and are having problems getting through emissions.
I'm wondering if you have any thoughts on where to look for NOx issues?
I've tried cleaning out the fuel system and doing new plugs, but I failed even worse today. It's a real bummer. Any thoughts you might have would be appreciated.
