Cosmetic Issues and Seat Bolts
Have a couple of issues with this old 96.
First off much of the black metal has become covered with a white (oxidation?) covering. Any recommendations on how to restore this?
Second the back seat (larger side with middle) back has come loose and the bolts are missing. What would be the best way to reattach this?

White oxidation can be removed with wire brush and/or wire wheel on rotary tool. Then you can repaint it.
You should be able to find a selection of metric bolts at your local hardware store. Steal some bolts from another seat and if they fit in the hole use them to match new ones at the store.
