Default E-Brake stuck!

Just now getting to this problem. The E-Brake was stuck when I purchased my 99 D1 about 9 months ago. The handle will not move at all. I pulled the boot cover back and looked around, it does not look like anything is binding up on top. I was looking through Rave, but never noticed any write ups on this subject. I'm not shy to get into this project, just thought I would ask around to see if this has happened to anyone else.

Mine was doing the same thing.. Under the truck at the rear of the transfer case there is a large round brake drum that the drive shaft comes out of. There is a adjustment bolt you can try to adjust to get it to release. Fixed mine... Look at the rave so you can see what I am talking about.

I wonder if some shade tree mechanic tightened it up to try increasing the tolerance instead of changing the pads. I'll take a look at it tonight, thanks.
