Default Fuel Pump Relay Missing or not - Fuel Pump Delivery Issue

Hi Guys, (long time no post)

My Disco, turns over, but no start.
I had a similar problem, with my disco a while back and it turned out to be the Fuel Filter - Fuel Filter is less then less then 100 hours use. (Rover is ran 2/3 times a week for less then 30 minutes each use). I am assuming the fuel filter is not the issue.

It started this morning, I went to start it, and it ran, choked, and stalled. From that point on, no start.

I checked for fuel pressure = 0
I checked for spark = Positive
I checked for sound and vibration at pump (Uncovered Pump - Felt for vibration and listened for noise) = Negative
I checked Fuel Pump Fuse (fuse box in engine compartment) = Positive (good)
I checked for Fuel Pump Relay - I searched this forum and based on Spikes responses to other posts, the Fuel Pump Relay is found under the Passenger Seat - (Blue in color) - As can be seen in the pics below, I have NO relays under the passenger seat. It looks like a PO hardwire/bypassed all the relays (I assume there are 3 relays) because there are no relays and the posts for relay mounts are empty.

Empty Relay Mount Posts

Hardwired/Bypassed eletrical wires

Questions:
1. Does it matter that the Relays have been bypassed?
2. Should I feel vibration and hear sound from the fuel pump?
3. Is my Fuel Pump Shot?

Thanks for any and all input

In Peace and Agape,
Trav...

Your fuel pump should be up under the hood, passenger side near the fuse block. Not sure but I think your year had a really large housing relay with 3 smaller relays inside that ran the system.

Hi DM,
Thanks so much for your reply -
I assume you mean my Fuel Pump Relay.
I really looked and looked on the passenger side Engine Compartment and I'm not seeing anything that looks like a relay. I've attached pics of the engine compartment. Do you happen to see the relay? Is it under the Windsheild washer fluid tank?

Thanks for your help...
Trav...

**** UPDATE *****

Out of curiosity, after the truck had sat for 2 hours with the start problem, I decided to try it one more time.

It Started -

The only thing I did was take a pic of the wires under the front passenger seat. Obviously I moved the wires around to take the pic..

If the fuel pump relay as been hardwired/bypassed then I am guessing I have a loose wire connection.

I am still looking to find out for sure if a PO did some kind of re-wire work on the fuel delivery system.

Thanks again for any input...

Trav...
