Yes, this sounds like a bad switch to me.

Perhaps. On my 97, the first click brings on the small secondary "city lights" bulb in the head light housing, on the second click the main head light bulb comes on. But on mine, that first click also brings on the dash lights and the tail lights and the front side marker lights. You may want to download the RAVE tech manuals set, and jump into the Electrical Troubleshooting Manual (separate from workshop manual). The wiring diagrams are pretty easy, like a road map.

It's probably the switch, aka the headlight stalk. You should be able to source a good used one from Will Tillery, PT Schram, or Paul Grant. Replacing the switch is super easy.

I agree, my stalk switch went bad, when I switched to headlights, the dash and tail lights would go off. I could force the switch with pliers, it would work that time but problem would repeat every time. I got a good used one from either Will or Paul, don't remember which one for like $40 or so shipped. Problem fixed.
