Does this happen only when cold or after it has warmed up too?
What happens if you keep your foot on the gas, will the engine stall?

If I keep my foot on the gas, it will pulse ( the rpm needle a go up and down ) and some times it will stall. But when I take my foot off the gas it will idle normal, and it's usually cold, but it does it warm too

There is a schrader valve on the fuel injector rail, where you can attach a fuel pressure tester (rent/borrow from auto parts store). This would help show you if fuel pump, fuel pressure regulator, or fuel filter might be involved. I believe the RAVE shows a value of 34 - 36 psi. You have enough fuel for idle, but it drops off when needed. Another suspect area is air input, easy to check/clean/replace air filter, inspect mass air flow sensor, clean with something that is made for that exact purpose and rated for use with catalytic converters. This may sound like a shotgun approach, but usually if one thing is off in these areas, other closely related items have also suffered from lack of maintenace by a previous owner, etc.

Sounds alot like the fuel pressure regulator. Results of a bad pressure regulator will result in engine flooding. Check the vacume line that attaches to the fuel pressure regulator. It is common for the vacume line to develop a dry-rot gap or two. You can find the fuel pressure regulator on top of the engine and towards the back on the drivers side. The vacume tube is only a few inches long and will connect to the intake manifold.

I did a fuel pressure test and the psi is 15... Any ideas? 15lb engine running 25lb if fuel reg vacume line off?

Fuel filter, fuel pump. The reading should be at least 40. Or any chance you noticed a fuel leak somewhere?

How did you perform the fuel pressure test? Engine running or off? I'm still leaning towards the fuel pressure regulator on this one.

15 pounds won't cut it.
Go buy a AirTex, E-3270 along with a new fuel filter from Advanced Atuo. Let us know what happens.

You really think the fuel pump is messed up here? Yeah that does sound like the beginning stages.
