This sounds more like you may have toasted a ground rather than blown a fuse.
The theft alarm is working ,otherwise you wouldn't be able to operate the door locks. But the theft alarm light on the instrument panels doesn't work and the start doesn't turn even with power. Sounds like one of the theft alarm grounds is blown away at the least. At the worst, it may have suffered internal damage.
Ground the Brown/Green wire from the neutral safety switch and see if the truck turns over.

Something is wrong with where your ground meter lead is attached. Head light fuses would show 12 volts or slightly better between those points and frame ground. Head lights would not glow on 1/4 volt. You might be reading across the fuse, and I suppose with enough internal ressitance it might have a 1/4 volt drop across the fuse (as compared to red meter lead on fuse and black meter lead on metal chassis).
86 volts is way high, not logical, but perhaps you have an auto ranging meter and that is actually millivolts, etc.

Using the ground point under the passenger seat (E301). Clipped the meter probe to the bolt threads.

Ok cool. Sorry, just making sure cause googling "discovery neutral safety switch" only came up with hits for the D2 xyz switch.
I will try to test tonight and report back.
What do you guys think worst case scenario is?
Buy new ECM/alarm box?
Have to hunt down some burnt out section of wire?
