Idle surge when cold

I ran some tests yesterday;

- I hooked a fuel pressure gauge and got a reading of around 38 PSI with ignition on and while cranking and around 30 PSI while running. Both of the results seem right if I remember right from previous posts on fuel pumps and fuel pressure. However I noticed that fuel pressure will gradually decrease over time if I don't crank.

- I also checked the OBD codes;
P1317 (I searched for an hour without clear answers about how to clear this one - I took the ABS fuse out a while ago)
P015... B2 S2 faulty ( post cat sensor, nothing to do with air/fuel mix)
P1508 IACV open circuit; I bought and installed a brand new IACV at CarQuest, still have the code.

-Rechecked continuity in the harness between the ECM and the IACV, checked out good on each 4 wires.

I'll send it to the shop this week so my brother can scope it to see if the ECM sends a signal to the IACV to open, it closes properly but doesn't open.
