I had a similar issues. It was the exhaust.

Exhaust??? You mean the o2's. I'm not experiencing any check engine light. My exhaust system is fine. No, I'm expecting perhaps a diode or a particuliar bad spot in the circuit board on the ECU. I checked out this (new) swapped ECU by connecting a known bad MAF. Sure enough the ECU picked it up as bad. So I assume everything is fine now.

No I mean the actual exhaust. If you are not getting the correct back pressure the ecu will try and compensate causing the idle to fluctuate. If that is the problem you are having it will only get worse if not fixed. My idle would continue to raise until I put it in reverse or drive. I'm not saying this is your problem but if nothing else works it's worth looking into. Mine was an issue with the muffler but there have been other members on this forum who have had the same problem but it was their cat.

Try Leaving the tps connted but unbolting it.. If it idles correctly it's your adaptive mem
