ignition light ring is always on

Actually since I've started digging into my 95 i have noticed the shifter illumination bulbs are ON anytime the key is on.
Need some info here. Is the ignition ring always lit with the truck on? Does it remain lit with the truck off even after the interior lights have gone out?

My vehicle is manual shift and the light never goes out, I've sneaked up on it at night wearing my best camo and it sits just there glowing. Fool thing.

mine havent worked since the last time i tore into the center console... which is about 2 weeks ago. i cant give you a straight answer. i think the key ring lit when i disarmed the truck w the remote, as far as anything else im not sure.

yup. sometimes the effort /= the issue. i havent tracked down my shifter lighting issue, nor my rear wiper/defroster issue.
