Installed new rod and main bearings which raised the oil pressure and made it run a little bit quieter, but still the noise is there. Cylinder #3 has no compression. Is there a way that the rings might of burned out on just that single piston? How can this be fixed?

To fix a broken ring requires disassembling the engine, replacing the ring, and reassembling the engine while replacing the required gaskets. It may be a stuck valve though and there are likely more worn out components so it may need a complete rebuild.

How can I further check if its bad rings? Is it possible to replace the rings without honing the cylinder? What I mean is can I just pull the oil pan and pull out the piston from underneath?

I know its not my valve because I had them cleaned and I also removed the valve cover while spinning the engine to see if the lifters were stuck and everything seemed fine.

Possible bad valve seating? but it wont make that loud of a noise, right?

Looking at my engine rebuild pics I suppose it'd be possible to remove a connecting rod cap and push it and the piston out the top. First, with the heads off, I'd examine the valves further of course.

I just did a dry and wet compression and there was no psi what so ever I even plugged the hole with my thumb and didn't feel anything compared to the other 7 which averaged to about 90-100psi.

Was the engine warm for the compression test? Even 90-100 psi is very low.
