Well I bought it in feb and I've just changed a few hoses in the engine but judging the guy I bought it from and how everything looks I would say it hasn't been changed. How much do theygo for?
Took me 3 hours to replace mine the first time.
I would check you're fuel pessure as spike said before you mess w/the filter. If its clogged enough to not run, you won't get a healthy squirt, maybe a little one or a dribble.
My first time with a filter was a bloody nightmare, and I can't imagine if I tried it in wallyworld's parking lot.

Mine took 10 minutes in my driveway. I live on an island in the ocean. Everything rusts here. The po never changed the filter. But it only took me 10 minutes using line wrenches and no pb blaster.
However, if your lines have deteriorated to the point that they will break if you touch them, that is a different story.

This past Sunday after church, I filled the rig with the family and started our "new to us" Disco. It ran for about a minute and would not respond to the throttle - Eventually she just died and refused to start - Since I had just done some major work on the tank, and the fact that she sat for 2+ years I assumed that something happened with the fuel pressure, more importantly at the filter level - I went and bought a Fuel Pressure tester, thinking I would test the pressure - but realized that even if the pressure were bad at the front of the truck, that I'd have to do something at the rear. The obvious choice for me, was to start with the filter. It took me 30 Minutes to do the job, and I didn't have to use the Tester - Not even air would pass through the old filter. :-)
If you don't know when the filter was last replaced, I'd start there.
