Default p1316 code low power. I'm losing my mind

Hello all and thanks for your time and help in advance. I have a 98 D1 that I have never seemed to get to run right. I'm dealing with a misfire and lack of power under load. Ultra gauge shows full rich on the drivers bank and full lean on the passenger bank when its at its worst. The only trouble code is P1316. Tune up is recent, fuel injectors have been swapped, new fuel pump and filter. I'm out of good ideas.

how new are the O2 sensors? do you have the gems_obd manual? (if not, look in the Google drive in my signature.)

drivers up stream is new. the others seem to be working normal but might be worth one last try.

i have a 97 D1 with 113500miles just got same code due to sitting too long now trying first start truck won't hold idle until i let it run .here's what i suggest disconnect maf senser and spray thru wire into center,take off maf connector use dilectic grease after cleaning make sure iacv is also sprayed {remove wire where you can spray into the pintle} see if that helps,i would be supprised if it is your o2 but these cars are old and parts are still parts

Full rich one side and full lean the other could be a sign the upstream O2 sensors wiring has swapped sides. Double check the connectors have not been swapped, or just swap and see if it corrects the issue.

I should put up some pictures. I had a nagging feeling that when I did the cam swap that I didn't get the intake gasket in right so I pulled the intake manifold. From what I can see that is not the case. Also in taking things apart I've been noticing many wires that are cracked or missing insulation entirely. This car is primarily a toy for me to go off-roading and camping with. Simple, strong, and serviceable are very important to me. Purist be damned, I've already ordered a Timing cover to run a distributor and the motor is on its way out.
