Cool, I’ve been looking at getting one of those as my first 2 rovers were really hard on batteries. Not sure about this 99 yet, haven’t owned it long enough to evaluate it completely. What model do you have and would you recommend it?

It’s a CarQuest battery charger/maintainer from Advanced Auto Parts.

I have it mounted there to keep it away from the heat of the engine and easy access to plug it in. The female plug hangs down through an opening under where the headlight is. I have an extension cord plugged into it all the time to keep the battery charged. Once fully charged, the maintainer will kick in and just maintain the battery.
Look at the battery in the photo, you see where I have the other ends going to the positive and negative terminals. All the cordage is ziptied and run under the front bumper out of the way. Works like a charm, especially in the winter. I dont keep it hooked up as much in the summer climates.
