Sheath is covering the steering shaft to the steering rack. Leave it alone. They can be brittle from heat soak and from age.

Only a few things are needed to start a vehicle. Air Fuel and Spark and compression. I would narrow it down to a couple of things. You smell raw fuel which tells me either your vehicle is dumping too much fuel due to a vacuum leak or massive intake leak or you are not getting spark at start up. I have found these engines incredibly hard to hear a vacuum leak so do a visual for any air leaks including the intake areas and check spark. If you do not know how to check spark let us know. Your compression seems ok since it does start and run eventually.

OH! for the window. You need to buy new seals (obviously) then cut the old ones out by slicing the seal about a 1/2" from the edge of the glass. You are basically cutting out the glass. Remove the window and the old seal. I take this opportunity to clean the entire piece of glass while it is out. Attach the new seal to the glass. Get either some parachute chord or some 1/4" nylon rope from the hardware store. run it in the channel all the way around the seal. With a second person, have them set the glass back where it is supposed to go on the outside and have them hold it in place while you go inside and pull on the chord.

There is a delicate balance of pressure on the outside to suck in the glass back into the vehicle as you pull the chord/rope and pull the seal back inside the vehicle.

Hope that makes sense.

That big black thing with the lines coming out of it is your steering box, then the steering shaft is what has the silver insulation on it and the steering wheel is on the other end of that.
The steering box is what turns the front wheels.

Try turning the key to the start position(when all the dash lights come on),count to 5, then turn the key to start and see if it fires right up.
